It's the only Site 5, so what strategy could there be when you HAVE to use it? Well, that's the point. You can't just dismiss it because you need to take advantage of every strength in your deck, while covering its weaknesses.

For example, you know you will be at an Underground site during the game. Their Halls of Stone will be more useful at that site. You can plan ahead and maybe choose to stop at Site 4 so you'll draw Halls of Stone for Site 5. (and then it's to continue to Site 6, since a double-move to a sanctuary is usually a safe strategy.) Covering weaknesses means realizing you'll lose Asfaloth sometime between Site 3 and Site 6. Perhaps you would then want to stack extra copies if Arwen is important to your deck. It also means you can't stack too many Black Steeds.

On the other side of things, you also know your opponent will be moving to the Bridge at some point. You can plan to play your Cave Troll cheaper at that Underground site. You can hold those Goblin Wallcrawlers and wait to play them underground instead of at an above-ground Site 4.

You always know how much Twilight will be generated at Site 5. This can make a difference when figuring out if you want to discard a card from hand to reconcile. If you know you can play all those Uruks you hold, you don't need to worry about getting dead weight out of your hand right away. You also know how much you'd be giving the opponent there. That makes a big difference if trying to move two sites in one turn, especially if you know the opponent has Uruks waiting for you. To use the cliche, knowledge is power.
